Program Director & Product Owner 'ClicSalud' National Health-Tech App

As the Program Director for “ICT and Health” at the Colombian Ministry of ICT, I identified a critical problem of “information asymmetry” and “barriers to access” in the national healthcare system. My solution was to conceive, lead, and launch ‘ClicSalud’, a technological innovation project built in partnership with the Ministry of Health and the Superintendency of Health.

As the product owner, I managed the full lifecycle of this national mobile app, which empowered citizens by delivering three key features:

  1. Price Transparency: A tool to compare the prices of different brands of the same medication, enabling users to make informed financial decisions.

  2. Quality Ratings: A system to see the official quality and performance rankings of all healthcare providers (EPS) and clinics (IPS) in the country.

  3. A Direct Complaint Channel: A “Tu Voz” (Your Voice) module for citizens to file official complaints (PQRS) about “barriers to access” directly to the Superintendency of Health, strengthening their oversight capabilities.

The app was a proven success, achieving its strategic goals within months:

  • User Adoption: Acquired 20,352 users in the first 3 months.
  • Citizen Engagement: Processed over 100,000 medication price consultations and 1,000+ official complaints filed through the app.

My core strategic vision was to build this platform as a nationwide data pipeline. We collected and consolidated all user-generated data (complaints, ratings) for data analytics to provide decision-makers with a real-time dashboard of healthcare priorities and systemic barriers in Colombia.
